This single picture conveys the entire FX-R versus Mini H1 discussion.

You see the Mini has more fill in the center low, that is NOT a good thing, it means more dazzle off the road, while the FX-R has more fill on the edges and the upper bounds, meaning the areas that actually need the light.

Again, I know what you've decided, I just found this picture, and it's a perfect summary of the discussion.

Current laws only limit wattage IIRC.

American laws are a little more strict, but they aren't ever enforced. I believe the law can be summed as saying if it isn't DOT (Dept. of Trans) approved, it's illegal.

Failing that, any light with excessive glare can be cited with a fix-it ticket.

The laws do need some updating though, and then severe enforcement.

My Grand Prix's halogens were of the same size as your Civic's, and the lighting was truly godawful.

My G's factory D2R reflectors are tons better than the Grand Prix's, and the reflectors can't even truly match any projector, even the Mini H1.

After all, a 35W HID puts out more light than... oh, what's the rule, I think it's triple or something? So more than a 105W halogen. So the wattage laws need updating.

Good link. Thanks! Yeah I can just deal with it :\ This wasn't something budgeted for this month so it's a bit of stretch anyway ;)

Yes put a cap on lumens instead of watts.

THE problem with this however is higher Kelvin bulbs have lower lumen ratings so the folks with blue bulbs can actually use higher wattage. Just wear sunglasses aka Jake and Elwood Blues.

It just occurred to me... I basically got my set of FX-R's for $75, normal price is $135, almost double. Lulz!

Yeah, so that doesn't work. You also can't put a cap on lumens, because if you have them properly focused, i.e. in a projector, you can put even more lumens, it's controlled.

Put a cap on color temperature. Nothing higher than 6000K, period.

Motf. My friend's 1995 j30 has projectors already but halogen bulbs. Would that be a simple upgrade?

Secondly, put a regulation, no usage of HID Xenon ballast-driven lighting without a projector, or without a factory-designed D2R class reflector. Or, in short form, no putting HID Xenon into a halogen reflector.

No. He'd need to get ballasts to run HID bulbs, but more importantly, the projectors are tuned for halogen bulbs, which are not shaped the same as HID bulbs.

Cap on lumens is fine but one has to remember that wattage is simple to measure where lumens is definitely not. Watt to do then? Simple. Leave it to the manufacturers to certify them. ANY mods or refits would be 100% illegal, period. :D

If the projector is a similar size to HID projectors though, it's not a terribly challenging upgrade, you'd end up swapping projectors, adding ballasts, and getting HID bulbs.
