One thing you need to keep in mind with the talents is that they're
not meant to be 100% useful to you in PVE and PVP. However, I really don't think you're looking at the full picture when you see these talents. Like my favorite Doc says, "You aren't thinking fourth dimensionally!" (I'm not really sure if that applies, but I like quoting
Back to the Future.)
Also, it helps if you consider them from the perspective of working (i.e. banging your head against the wall) on a difficult encounter.
Level 30:
Shadowfury may prove useful on a few random fights that have adds that need controlling. I have definitely seen it used in PVE before, and it might be again. Sure, it's not 100% useful, but it may have a use or two. It's definitely a more PVP/CC oriented tier.
Level 45:
Let's just say that the Gibb brothers would be ecstatic over these talents, because they will definitely be helpin you when you're workin' on...
Stayin' Alive! It definitely has a PVP slant to it, but to completely ignore the talents simply because they're survivability is very short-sighted. When you're learning a difficult encounter, it's these talents that give you a slight defensive advantage that mean the difference between dealin' deeps and wasting your raid's battle rez.
Level 60:
Pretty much the same as above. Personally, I would probably go with the Bloodstone, which sounds flippin'
fantastic for encounters that have repeated, but heavy damage phases (think Chimaeron).
Level 75:
These are DPS-oriented, which means the PVE aspect is much more quantifiable.
Level 90:
These definitely don't seem as quantifiable as the level 75 talents, but they can be quit helpful. If you're in a fight where you're taking constant damage, consider taking the curse. If you're in a movement intensive fight, consider taking the cast-while-moving talent. If you're in an AoE-centric fight, consider taking the splash damage talent. I consider these more "butter on the bread" talents as they aren't necessary, but they're a nice bonus.
-A curse to have an enemy take 25% damage you take to also harm them
-Can cast and channel while moving, but doubles cast time
-Basic attacks cause splash damage

They changed the bad debuff to always convert to the good debuff on the first dispel.

Only thing that you need to know is that you get Shadowstep!!!

(I actually don't even remember the rest of them, but I do recall having trouble choosing one of the tiers as there wasn't an absolute good choice for PVE.)
