Since he signed the standard waiver before going to the mini camp, they have to continue negotiating in good faith as if he hadn't been injured. The upshot is that he'll get the exact same contract he would have if he hadn't been.
Whether or not Jacksonville has insurance that somehow covers their end of this is another matter, and hasn't been reported.
I think most teams carry insurance against injury. I know it was a big deal when in the NBA when the Pacers lost George after giving him a max contract. It seems like it should be part of your standard operating costs to carry insurance on contracts given how much money even the smallest of them are for.
