Doesn't sound like you know what spamcop is. Lemme guess, you didn't go to google and search (its the first hit).
Spamcop is in part a service where people report spam, and then spammer IP's and in some cases spamming ISP's are added to a blacklist. Other ISP's and people who voluntarily utilize the blacklist automatically delete ANY email from those IP's or ISPs. So if dixiesys got reported to spamcop, then got added to the blacklist, no one who voluntarily uses the blacklist could get ANY email from ANYONE at dixiesys. In fact, if your ISP voluntarily uses the blacklist (and many use blacklists without telling anyone) you wouldn't get any email from anyone at dixiesys and would never know something was wrong.
This is a fairly simplified explaination (i.e. I didn't mention open relay or some of the other issues), but you can see what kinda things can go down if you get added to a spam blacklist.
Plus if you read spamcops policies it doesn't sound like the easiest of methods to get yourself removed from the blacklist. I agree with AODOnline though, if a person reports an official system announcement concerning thier server to spamcop, then why should they even be allowed to use the service? I mean its easy enough to set up a auto delete filter to delete anything coming from dixysys if you REALLY don't want any system announcements.
