Yeah Intel 950 meets the minimum requirements. But just like a lately release game, the cards on the minimun requirements list will perform poorly and you'll probably have to disable a few features.

Any good branded memory will be perfectly fine. Even Kingston or Corsair Value will allow you that overclock.
You could get 2Gigs of something like OCZ running at 2-3-2-6 for like $195-210. That's a good deal.
Well great. Most encoding apps support Dual Cores and Hyper threading. It may be worth it, in that case. But dont expect to see much of a difference in Windows operation and games.
