Not so easy to just pull them up.

Does the threat of legal action destroy them?

What started out as an idea of a small nuisance could yield devastation.

These things must be done delicately. I prefer crab grass myself. These things spread like wildfire, and not so easily get rid off. They look innocently enough when young, but once mature, they take over a large patch of lawn. If you spray them, there will be ugly patches of dead grass everywhere.

I agree.
Most of my family live in rural areas.
I doubt my brother would fit in.
Somehow I don't think the HOA would approve of people that leave their old appliances in the yard and piss in the bird bath when they are drunk.

Usually when you move to an HOA community you have to sign something saying you will follow their rules, and if you don't they can do random shit, that is the legal action they are talking about.

Whatever you signed basically gives them the right to fine you for crap like that, you agreed to it upon moving in.

I'm already coming up with my defense.

I was carrying a bag of dandelions on the sidewalk, which is technically not her property - it's owned by the city. It was a particularly windy day so I took precaution to walk carefully. I tripped on a crack in the sidewalk and the pre-germinated dandelions blew onto her lawn.

The art is not getting caught. Have you seen "The Great Escape" with Steve McQueen? Those guys know how to spread stuffs around without getting caught in the act.
