I thought most cell service went down immediately during the big black-out out east. I heard that only one cellular provider had back-up power for the antennas. I don't remember who it was though, or whether they had back-up power everywhere, or just in NYC.

My understanding was that you could only switch cell phone numbers to another provider, not land line numbers.
