Watch the news, there's major damage - Reliant Stadium is missing part of the roof, a lot of the glass buildings in downtown are missing 50% of their windows with papers and furniture being thrown around. There's flooding all over, houses FLOATING AWAY, and most of Galveston is now part of the bay.

I dont remember off hand what type of system Houston uses, but weak Mayors usually have a strong city manager.

The "County Judge" in Texas isnt a traditional judge. The County Judge is the chief administrator for a county. The Commissioners Court, isnt your typical court. Its the policy making body for the County.
Hon. Ed Emmett is the Harris County Judge. He oversees the country Houston is in.
