This is something I am intimately familiar with right now, only in my case, my family stood up for a worker's right to worker's compensation when injured on the job. Seriously, think about the outcomes if you decide to sue the school. Try to forget and forgive if you can. We all know that life's unfair. Although your sister is not declared by the school as a champion, but everyone and herself know that she is a true champion. That's what you should tell your sister. But you should ask your parents to talk to the school. If they are sincere and have good reasons about it. Just let it go. I'm sure that "because its her last year there (8th grade)" is not the legitimate reason. Maybe the principle or someone at the school is friend of that girl's family.
If you sue them...
Your sister will learn a lesson of suing everyone when she feels unfairly treated as we have seen too many of them nowadays. Also, after the lawsuit, everyone will not treat your sister the same anymore and you would move your sister to a different school.
