Let's see, you need to pass an entrance exam (SAT, ACT, LSAT, etc) to get into college or graduate school. You need to pass a fairly comprehensive exam to be a licensed engineer, attorney, doctor, dentist, electrician, or PLUMBER! YET, there is no exam to become President of the United States, except the one the people give on Election Day.

I propose a Commission on the Presidency and Congress, that will administer a test to all candidates. This would be entirely voluntary, since to require it would be unconstitutional.

I further propose that all candidates should be asked to take the test each time they run for office. That should put an end to the "Sperm" Thurmonds and Goony Byrds.
