Actually almost everything has changed. No one would have been suspended for something so silly in the 1970's. The schools were not being used as publically funded day care centers back then.
Oh please...There was a kid who got suspended for having a loud muffler. There was a kid who got suspended for painting a rock another schools colors. There was a kid who got suspended for participating in an anti-war rally on a week end.

Sorry guess it was different where you grew up then. I graduated in 1974 and that attitude was not the norm in Fairfax County at that time. They only suspended students for serious things. Hell, before they made it ok to smoke outside the schools the first time you got caught smoking in a bathroom netted you a letter home to your parents, not a suspension. Ditto for skipping class or any number of other rule infractions. 99% of the time you would receive detention and your parents would not even be involved unless you did something truly serious.
I graduated in 2003, and we never had any absurd suspensions. A kid got suspended for vandalizing a wall on school grounds (with messages like "Mrs **** can go fuck herself"). He didn't realize he was on camera
I assume that the school in the article probably would have lynched someone for doing that
