I am building a gaming computer for a friend of mine's kid. My friend can afford the best, but I just can't see buying a 2080TI right now as they are outrageously expensive. Will a 2080TI be wildly "better" than a 1080TI? Thank you.

If you have a fast cpu, yes as much as 25 to 28% faster, depending on the resolution.
I would wait for the next gen Nvidia GPU's in about 6 months.
Rumors say they will be 50% faster than a 2080ti . This will be Nvidia's 7nm Ampere generation, a large jump from 12nm.

Depends on what resolution he'll be running and which games. At 1440p the 2080Ti is ~39% faster on average. At 4k, it's ~47% faster. It's a pretty decent performance increase but I would hesitate to recommend anyone buy a 2080Ti right now (new cards on the horizon and the crazy high price).

Last year on Folding@Home, 2.4 Million points per day (ppd) was
tops for a 2080ti, now with latest drivers I get 2.7 Million ppd. A
nice bump in points in just a year.
There may be some news this week at ces about a 2080ti Super, so you might
want to hold off on buying a 2080ti.

The basket of games being tested is changing and the newer games will favor Turing--more low level API and games that advantage of deferred rendering/async compute. It doesn't mean the 2080 Ti is any faster than the 1080 Ti at launch with say, rendering the Witcher 3 or something.

This chart is horrible. There is absolutely no way that a 2080 performs that much better than a 1080ti. TPU charts are only good for heated discussions over nothing.

If I wanted to punish the kid, I'd say use the Intel integrated graphics!
Normally is the other way around, Nvidia like to unimprove their older products, just to make the new ones look better than they really are.

We have agreed to buy a used 1080TI on Ebay, then exchange it for Nvidia's next generation card. By the way, this kid is Superboy. 4.0 GPA, black belt, champion go cart racer, conservative values, etc... He deserves it.
What the hell? GTX 1080ti for a kid? I'd suggest something more like RX 5700XT, still packs a big punch, but its new, it has a warranty, and its generally cheaper than a used GTX 1080ti, which still go for $500+.

It's less "unimprove" and more that NV builds great products for today's software and when that software changes those older products fall behind because they don't have a lot of extra stuff packed on. Of course they'll have something new to sell you then too.
For that reason alone, if money is no objection, a 2080ti is the better choice. The Arch is just geared for low level API stuff in a way that the 1080ti is not.
1080ti if the king of the "retro gamers" cards right now, but won't have much legs when the new console gen drops and games built around RT and low level APIs start rolling out.

We've got a minimum of a year to wait for RT on consoles, and by association PCs, to even think about starting up though. Meanwhile, my $700 card from almost 3 years ago will play any AAA game at 1440p for the next 1-2 years with no compromises.
