I am building a gaming computer for a friend of mine's kid. My friend can afford the best, but I just can't see buying a 2080TI right now as they are outrageously expensive. Will a 2080TI be wildly "better" than a 1080TI? Thank you.
 
The biggest difference I noticed was the ability to run pretty much anything over 60fps at 4k at the highest settings. Now, was it life changing, no, but that's what I noticed.

Are consistently low frame times a conservative value? 😛

Jokes aside, a 2080 Ti is a pretty big step up, especially at 4K resolutions. For anything else I think you'll see a bigger difference in your bank statement than anywhere else, but if money isn't an object, then this is going to be the best experience at the present moment and it isn't exactly clear when you would expect something better to come along.

I can't max out modded Witcher 3 @ 1440p on my 1080ti. I have to run it Supreme to get >60fps instead of Ultimate.
