It means it isn't any more dangerous than legal vehicles already on the road. If I am going to get hit in the rear, I would much rather get hit by a truck like that which would likely climb the back of my car than something like an Escalade that would just plow into me like a brick wall and force my car to try and dissipate all the energy. Despite the considerable weight of that truck, it isn't going to pancake your typical car just by driving on top of it. The lift in and of itself is not an additional danger to anyone except convertibles and the occupants of the truck itself. The height of the headlights is much more of a safety hazard than the truck itself.
I didn't realize that the damaging impact of a semi should be the standard to which all passenger vehicles should adhere when determining what is and isn't legal.
Show of hands from anyone here bitching who got run over by a monster truck in the last year.

Oh but that's acceptable risk because getting to your destination an hour earlier is a convenience *you* don't want to give up, you just want *everyone else* to give things up.
