Can't speak for all the reasons, but China's early success with avoiding mass outbreak is proving to be a trap.

Corruption and paranoia keep them from getting effective vaccines, and fear keeps them from developing any natural resistance and being able to shift out of pandemic mode.

For the rest of the world that has, the pandemic is over and we've returned to normal life. Yes, covid is not extinct, but we are effectively living with it.
