There's a work program at the Utah State Prison called Utah Correctional Industries. They make office furniture, license plates, and I also believe they have a print shop. It's a privilege for offenders to work in this program, and in some cases they can actually earn money, although I believe it's earmarked for restitution payments. I'm not sure if they sell to the public or just state agencies, but I don't think they would be able to cover even the cost of facilities let alone prison guard salaries and administrative overhead.
