First of all you have to use a different manifold for a turbo.
IT IS IMPOSSIBLE TO BOLT A TURBO TO A CAR THAT DID NOT COME WITH ONE WITHOUT ALTERING THE EXHAUST SYTSEM. That itself means you're altering the car's stock exhuast system (see CA VC that I posted).
Second, the turbo absorbs heat. That means that it takes longer for the catalytic converter to reach operating temperature. The longer that cat stays cold the longer the engine is dumping tons of excess emissions into the air. The time between startup and the catalytic converter warming up is when the majority of pollution is created.
