Because those are factory systems that already have smog certifications. Your home brew system will likely pass on the dyno if properly tuned but there's no way any legitimate smog guy will pass you on the visual.
There's a reason Greddy kits and the like are so damned expensive and that's because they've gone through the process of being CARB certified.
Law enforcement class my @ss. Tell that to the trooper when he's got you pulled over looking under the hood.
The Neon SRT-4, Supra Turbo, Lancer Evolution, and WRX all come with turbochargers from the factory and are certified by the manufacturer to meet all emissions standards.
