Whats the cheapest way to make my 98 civic faster?

Definantly intake. Replace it with a open element filter if they are available.

Really for cheap there isn't much else... Fan is already electric, The exhaust doesn't really need to breath that much since it's a 4 cyl.
Honda already did a killer job on the computer programming.

But if your ready for it 😉 ...Eaton style supercharger for about $3000 🙂 That'll give you about 40% more HP
 
here are your steps and options...

a. Sale your Civic
b. Go Buy a Golf GTI
c. Or Go Buy a Bimmer
d. go buy anything german
d. ride a bike (foot pedal one), it's faster! I swear!

Go buy yourself ten gallons of methylene alcohol. And three pounds of genuine wild rice. Put rice in blender - blend for one hour on highest setting. Stir rice flour gradually into methylene alcohol. Put mixture in oak barrel and let it age/ferment for at least 2 years. Next step: Purchase lots and lots of stickers and slap 'em on your car's body (seriously decreases wind drag...), then add a HUGE spoiler in the back of the vehicle (creates serious downforce...).

Now, fill methylene/rice-flour brew into Civic's gas tank and fire that sucker up!

NO ONE will outrace you ever again!

normal driving? you can rev the sh!t out of your car while your driving at low speed in traffic too! 🙂

If you want to wear out the car faster so you can buy another one, use nitrous. Best bang for the buck. For $1000 you really cant expect to do much to an LX motor.
 
Best bang for the buck upgrades are breathing and underdrive.

Get a K&N air filter
Get an underdrive pulley system
Get a new exhaust.

You can get that 90HP POS up to at least 115HP.

115 still blows though...
 
Well even though have of the comments here are sarcastic, and some are just stupid, I think we all agree that you'd basically be wasting your money if you really want to make your civic go faster...$1k isn't gonna do much at all.
 
You would need at least $5000 before you can make any difference with the Civic. Anything less is a waste of money. Better save that $1000 or buy an older sports car.

 
Get one of those big wing things for the back of the car. Between that and stickers you will get an extra second or two. 😉
 
well, power is secondary to driving skill!

but then, if you're looking for RAW uncontrolled power... just grab a bottle of juicy NOS
 
The cheapest way to make that car faster is to drive it off a cliff. Gravity will give you a zero to sixty time of 2.75 seconds.
