ARPANET and MILNET were the precursors. I wouldn't say that was entirely US based as during the transition the hottest 'forums' (chat rooms) were LUTZ/Altgiers/TCHH/etc overseas.

It's true - Americans think they invented everything. Brits think they still rule the world. French think their culture is so superiour that simply sharing it with foriegners would degrade it.
