You can say that again. You could barely survive on $5.15/hour assuming 40 hour work weeks, no vacations, you live in the ghetto in a 1 bedroom apartment, eat nothing but instant ramen and don't use any water/electricity/heat/no ATOT.

each state can set their own but it must be at least the same or higher than the federal minimum

for all of you that say it is too low, your calculations are only using 40 hours a week, there is NO reason why a person with minimal skills (ie that is why you get a job that pays minimum wage) can't work 60, or 70 or 80 hours a week if they desire more income than what 40 hours of work provides (ie 2 or 3 jobs)
or they can improve their skills to get a job that pays more
artificial wage rates set by governments are unnecessary, IMO
