The fv700 is barely enough at full speed, so I would not get that one. The fv900 is about 4-5 degrees lower than the vf700 (also at full blast), but because of the price, I would not recommend it as a first choice. I have not tried the Accelero, but from reading the user reports it cools at full speed as good or slightly better than the vf900, and it costs less, so the Accelero gets my pick. The Thermalright v1 ultra is no doubt the best cooler in terms of dropping the temperatures, but it does not blow any air on the voltage regulators unless you mod it to mount an oversized fan on that side of the card, and it's also the most expensive of the bunch. The Sytrin VF1 cools well, but it has some compatibility issues with the x1k cards, such as the fan bracket length and the mounting screws.
If I were buying a cooler for an x1900xt right now, I'd get the Accelero.
