This question can't be asked in a vacuum. It is entirely dependent on the RAM and mobo that you'll be using. If they both support the higher HTT speeds that the 3000+ would be using, then it's the 3000+. However, if the clock generator can't do that high of HTT, or the higher HTT forces you to a) use a much slower divider or b) buy much more expensive RAM then the 3200+ wins.
If you have a quality mobo that would do 315 or so on the HTT end, I'd save the $ since the memory bandwidth isn't that important on A64, but that's just me. BTW I'm currently running a Winchester 3000+ with 300 HTT and 200 MHz on the memory, so that tells you where my standpoint comes from.
