You job, as their older sibling, is to never accept their faults. Oush them repeatedly to better themselves. If they are doing crak, push them or force them to get clean. then force them to go to school..then a job..then college.
While your acts of heroism or jsut downright brotherly respinsibility are admirable, they seemed rather muted by your indifference to your sister based on her personality.
I hate many people in my family, but I was sure as hell take a bullt or push them out of the way of an incoming vehicle without thinking.....

Here's the thing though...
My brother and I have the same dad. Who is now divorced from my mom. But my sister is my stepdad's daughter. I can't do anything with her. I don't have any rights and neither does my dad.
And if I call child services, and they take my sister from my mom, my mom will probably kill herself. Seriously. It's pretty F'ed up over there.
The worst thing I have ever done in my life was getting a $300 speeding ticket from doing 95 in a 60. I forgot to plug my radar detector in. -_-;
Seriously if you care anything at all about your siblings call CPS, or the cops.
Don't do this "abudction" BS you have planned, it will only end badly for everyone.
