What are people doing when they look at the tweet and say there isn't any exceptions but Hillary's bill had exceptions so they are different? Only a brain dead vegetable wouldn't agree with me.

Actually, the bill didn't have "exceptions." An exception would mean that there was a general rule that applies to every instance not outlined in the list of exceptions.
