Anyone who thinks that the involvement of narcotics is a non issue is in fact the retard, not the other way around.
First of all, marijuana is NOT a narcotic. Even though it is a 'schedule 1 narcotic' by legal definition, medically it isn't a narcotic at all.
Second of all, I highly (no pun intended) doubt that the kid was 'stoned' out of his mind.
Third, as someone who has used marijuana frequently in the past, I can attest that if the guy was doing bong rips before his race, he's an idiot.
Fourth, IF he was really stoned during the race AND he wasn't a frequent user, I could suspect he could have been disoriented enough to make a mistake like this.
Fifth, I really want to see the actual measurement used to determine that he was 'impaired' and what kind of marijuana it was. If it was a high CBD sativa, he could have done bong rips before the race and still been ok to drive. If it was a low CDB indica, he could have been totally impaired.
