Please understand, the mechanics of building a nuclear bomb is well within the capacity of a reasonably bright high schools student, what is hard is managing to scrape up one critical mass of pure fissionable materials.
One can easily acquire tons and tons and tons of Uranium ore, with enough U235 in the mass to build many bombs, but since its mostly non fissionable U238, separating out just the U235 is a massive effort.
