Maybe just a stereotype. I've often felt that asians would not make eye contact in public ...sometimes in a closed space like an elevator or a hallway, typically looking downward, a sign of meekness or passivity. Maybe because of respect or deference ...I felt that this behavior would make themselves the targets of crime in that the predator instinct in a criminal looking for prey, looks for this lack of eye contact, looking downward and not being aware of their surroundings and indicative of a lack of command and power. Perhaps, resorting to staring is a result of having been previously fallen victim to a crime or altercation.
Sometimes when someone stares at you it's because you stand out, whether it be that you're strikingly good-looking, appallingly ugly or because you embody the epitome of normalcy. Maybe, you look like someone who would inflict harm or injury to them and they don't want to appear meek, timid or weak. Maybe, they have some sort of eye disease ...why don't you attempt some form of "friendly" communication with them, be it in body language or verbal conversation and ask them why they are staring? Do this with every person of whatever nationality that may "stare" at you and poll the results. If you notice someone "staring" at you, it may be that you're "staring" at them and they're curious too.
I thought this was an extremely racist or bigoted observation at first, but there's a level of ignorance in regard to you're not being able to draw your own seemingly "common sense" conclusions. Thus, I offer you my insight. Ignorance is bliss in that upon realizing one's ignorance you explore avenues and try to do something about it, which I feel you've done here, by posting this. Ignorance, erroneously has this negative conotation, but in fact it can be a real positive thing. I'm 45 yrs. old and I've lived in several countries growing up in both North America and South America and I've done alot of travel in Europe and Asia. I'm married to a Korean woman who "stares" holes in me everytime I piss her off, but I'm not going there. There maybe a level of immaturity in not being able to regard your post as innocently inquisitive. I'm not doing that.
Regards,
