No, you can reload and not waste bullets. I've never played the PS2 version so it may be different for that. Mafia is a game that discards your entire clip.

The Middle East is a barren wasteland with a population of zero civilians.
Stabbing chickens is BAD, and will result in a never ending onslaught of zombie undead chickens.
Putting on a hat with wings attached to it will let you fly for about 5 minutes before sending you crashing to your death, and hats made out of liquified metal will allow you to walk on the ocean floor. Also, jumping into a swimming pool and coming right back up will magically heal all your wounds. Mushroom headed people will give you stars on random occassions. Residents of the Mushroom Kingdom can survive several assburnings in lava.
Blue grenades are sticky. A pistol is an effective long range weapon, you can nab headshots from a distance of 50 yards.
Blue shells will hunt down 1st place, and will whup his ass even if he's now second. Bananas cause turtle shells to flip and magically disappear.
Peeling out repetitively makes you go faster, especially if you zig-zag.
Fire in the hole.
