Would you say that the degree of concern displayed on the video better supports Tara telling her mom about sexual harassment or rape?

It's not that this piece of evidence dismisses Tara's claim. It's just that it is weak evidence for corroborating a rape claim due to tone and content and the previously released story of sexual harassment not rape.

What Tone or Content should she have had? I don't know what details the Mother knew or how long she knew it or whether she was gathering the info hoping Tara would find out or a myriad of other variables that could affect how she conducted a phone call to a live national broadcast about a powerful person.

Why not just say that you agree her tone is not consistent with such a serious charge?

Not all Careers are glamorous or start out that way.

That's not why she said she left:
When I was in my early twenties and just out of college, I began my journey into politics. I left that political work behind a few years ago. I resigned my position and took myself out of the Washington DC beltway. Why? First, I started as an actor in classical theatre, an artist and writer before Washington DC. This work in the arts has always been my first love and best vocation. Second, I saw the reckless imperialism of America and the pain it caused through out the world. Third, I love Russia with all my heart. I love the people, the history, the culture and even my attempts to learn the language. I could not stand to watch the deception and xenophobia that came from my own American government. It is so sad and destructive to revile another culture or country for no reason but economic gain.

Isn't it curious how she was already a useful idiot for Russia, even as it was a basketcase, and while working as a US congressional aide in 1993?

It all comes back around to "Tara said". Like when she said it was not about sexual misconduct until she said it was not only about sexual misconduct in a stealth edit of her own words. She went on with further embellishments. That should have pegged the bullshit detector of anybody who has one. With blaring klaxons & flashing red lights.

What if I told you that everything you learned about Russia was wrong? What if I told you as an American citizen, we have been fed propaganda to further a certain political American agenda? What if I told you actually we are “the bad guys” ? That we were on the wrong side of history?
Our American empire is falling and failing, not because of some imagined threat from a foreign nation but because of our collective greed. Greed is what runs our economy and greed is what will destroy America.
I am not being paid to write my political opinions nor am I being hired by someone to do it. I am writing about this subject for the same reason I got into politics; I care for my local community and my global community. I believe in service to my fellow citizens is the most important work I will ever do. I love my country but I see the reality of our collective dysfunction and our need to move in a better direction.

President Putin scares the power elite in America because he is a compassionate, caring, visionary leader. President Putin has higher approval ratings in America then the American President. President Putin is beloved by Russia and he not going anywhere. Instead of being ensnared in the recent political intrigues (and America is trying hard to set that trap). President Putin is keeping a calm focus on his own country’s development and future, without America.
To President Putin, I say keep your eyes to the beautiful future and maybe, just maybe America will come to see Russia as I do, with eyes of love. To all my Russian friends, happy holiday and Happy New Year.

Yep, no agenda here, by her own admission, her life over the last 30 or so years, from her career choice on down, has been guided by her love of Russia and contempt for American government. And "coincidentally" she is remembered that a "sexual assault" happened 27 years ago when she was working for the opponent of Russia's hand picked US president.
Which she reported, but "coincidentally" doesn't remember where and when it happened or have a copy of the report. I want to believe.

It's irrelevant that she is saying Biden retaliated against her and ended her Washington career in one place, posted that she left Washington to pursue acting, writing, hate of America, and love of Russia in another, and in third place she wrote that she left to go to midwest with her abusive baby-daddy:

Soon I received an offer to work on a Governor’s race in California and I almost accepted. Tate kept me up that night, pleading with me to go with him while he managed the Congressman’s campaign. I agreed and we moved to the frozen tundra of the Midwest. I would not even last a full winter.
The first time he hit me, we had lived in the Midwest all of two months. The subject of the fight was unremarkable - the damage to my nose and jaw was not. But I was pregnant, we were about to marry and had just gotten a puppy.

So she has 3 stories for why she left Washington that we know of. Which time was she lying? Or is her memory very imaginative?
In a situation where she doesn't remember where it happened, when it happened, have a copy of the report she supposedly filed, and it's her word against his, seems relevant to assess how consistent and truthful her word is.

As I said, it doesn't dismiss the evidence as supporting Tara's claim. It just weakens it.

What tone should she have? Maybe you could find some YouTube videos on victims and family members of victims of rape? But should is not the right word. There is always going to be variation here. The question is more about what tone would be most expected in the case of rape.

What content? Well if you want to corroborate an account of rape, it would be nice to hear words like rape, sex, assault, etc. There is a stark absence of that. And in contrast there is a presence of a desire to handle the problem with respect for the individual accused. Most rape victims don't advocate for respectful treatment of the accused. Again, as you say, the content doesn't refute a rape allegation. It's just weak evidence to corroborate one.

Here is basically the situation as she describes it:

He pins her and gets touchy feely that ends in digital penetration. She says No, he stops and expresses that he thought she wanted it. She leaves. Yes, that is Sexual Assault, "Rape" in this situation is a grey area though. That usually involves Intercourse or some prolonged penetration, in my mind anyway, perhaps Legally it is.

What I am getting at here is that a Woman violated in this way and a Woman violated when full Intercourse or prolonged Penetration occurs are almost surely to have a very different response to the act. Especially if the first Woman has a certain level of Fondness or Respect to the person to begin with and that person expresses some kind of feeling that they thought it was something she would have wanted. Even if she didn't want it, she may still empathize with his situation. So I don't find her reaction to be odd in any way.

You are reading too much into her Creative Writing works. There are only 2 writings she claims as the Allegation, the one originally written a year ago and the more recently Edited version of such.

Lynn Hummer never remembers Reade mentioning any sexual assault by Joe Biden, but does recall that she did mention she was a victim of abuse at the hands of her ex-husband.

When it comes to any mention of Biden, Hummer says it was always positive in nature.

Hummer recounts that Reade would say, “You know, I used to work for Biden. I did a great deal of work for him on his campaign.”

Hummer, who is a self-proclaimed feminist, and who has a family member who was a victim of rape, posed the question to us of: “Why would you talk about someone like that in such a positive way, in such a positive light, if this is someone who attacked you?”
