28 Weeks Later has this plot element.

Military sniper instructed to take out the fleeing citizens right as they recognize the outbreak. Ends up abandoning his post and ultimately sacrificing himself to save the protagonists.

Unlikely this is what you are looking for, since surely you would have recalled it was a zombie film, just pointing it out.

Good movie, but alas, I would have remembered the zombies.

ooo, that was pretty good. Fun little Mamet flick--done shortly before he started work on The Unit series (Kilmer is basically the same black ops dude as The Unit guys).
