I'm so sick of not knowing what this movie is that I'm resigning myself to the likely fact that this was in some dream the OP had recently.

I'm going to watch Children of Men anyways, I saw that while trying to find this one. But no.
 
Sigh. I seem to be SOL. I looked through IMDB and searched like 3 tags and a bunch of movies and no dice... fml.
