I'm suggesting the idea of forced sterilization is stupid for a number of reasons and in no way comparable to welfare.

As then the person would have the opportunity to improve themselves and have a child then.

If somehow you KNEW (allowing for this possibility...) that 200 years from now there would be an absolute population crisis, where billions would die of conflict, starvation, etc... and the only way to prevent it was to do targeted sterilizations, licences to be a parent, limitations on children per couple... etc, here and now in the present.

Could you get behind such a program in that case?

Or alternatively if somehow you knew that dysgenic reproduction was going to lower the human race's IQ until we ended up with Idiocracy, could you support targeted sterilization then?

I don't know why you think it is so hard to come up with a policy. And you don't even have to start by attempting to cover every case of someone who shouldn't be allowed to have a child. You could start with something that is blatantly obvious like say "no one under 18".

And then just by the fact that you are setting standards about when it is acceptable to have children you are in fact reducing the need for the government to enforce such standards in the first place.
