why would you hope that the OP's connection gets banned, as well as wireless? just because you dont find a need to download as much as other people do, that doesnt mean they should start being like you.
and im sure SOME of the money we are paying goes to internet connection. we pay for the education, housing, food, internet, etc. we pay 20k a year, i think we should be allowed to download more than a measily 5gb a week.

If it goes against the ToS, and he habitually breaks those ToS, he should be disconnected.
EDIT: If you want to download more than you agreed to by accepting the ToS, pay for an alternate internet connection.

Because you don't understand the University of Wisconsin network, which is what the OP is complaining about, I'll give you a little more info:
UW-Madison Network Statistics
You'll notice from those graphs that the UW network is pushing 200-300mbit/s inbound and outbound pretty much all day long. As of two years ago the network itself was connected to the rest of the internet by a pair of OC-12s, so campus bandwidth is not a problem. UW-ResNet pays the university to lease 65mbit/s of that bandwidth. Even with a Packeteer Packetshaper governing speeds, this was still not enough to keep up with the abuses going on by the students. This year they introduced the 5GB/7 days rule, so that legitimate activities would have sufficient bandwidth to not take forever.
So no, it is not a bandwidth starved campus, it is a research oriented campus where the amount of time it takes a student to download a song isn't high on the priority list.
Because Colleges are the few places that have the prestigue and buying power to acquire the massive pipelines nessisary for the huge bandwidth everyone wants. Their hookups are always going to be fast, and as close as possible to the "core network", keeping latency to a minimum. Even if you could get a fast connection(>T1) in a residential area, it's still really expensive(you're almost better off paying tuition), and it's often hindered by a less than optimal path to the internet, and some kind of monthly bandwidth cap.Originally posted by: kranky

lol. The Packeteer Packetshaper was causing students to need to reboot their systems in the dorms after every 15-60 minutes of use for THREE months.

I'm a resnet tech for a campus with 11,000+ students. We took care of the bandwidth issues by setting it up to limit connections to 40 per machine and 10 overflow limit for http traffic only. Students last year had machines with 1000+ connections open at the same time. There is no limit on how much traffic you can do.
