He's reading a speech written by someone else, there were awkward moments like shoe horning in 'political investigations'. He'll get good marks for the speech overall, didn't sound as amateur as I expected. Maybe he's trying to raise his approval to counter the shitstorm that's coming his way via investigations. I also noticed McConnell didn't stand or applaud much. There was of course a lot of political hot button issues that I don't agree with, he was loose with statistics, but overall he seemed surprisingly measured. In short he played it safe.

I wouldn't use the phrase 'killed it again', he usually is in rally mode playing to the base or he is totally sedated. He played this one safe and overall did ok, and this is coming from someone who has no respect for him.
