Isn't the burden of proof on the state to prove that you, and not your car, was speeding? If you are blurry in the picture, or some doubt can be made that the picture is of you, then they should have to dismiss the ticket. This is assuming you have a resonable judge of course. You could also issue a motion for discovery for a (probably nonexistant) traffic engineering survery and try to use that to get out the ticket.
