They had this in Hawaii years ago. Basically, the whole program fell apart when judges would just dismiss the case on grounds of proof. One had to show up in court and just stick their middle finger to the prosecutor asking for the burden of proof to show it was who was claimed to be in the drivers seat. A private company was doing the photoshots and would be citing all sorts of ridiculous ways -- even ambulance drivers with their lights flashing had to show up in court.
