He's probably going to call a special session, citing extraordinary circumstances, under Article 2.
But that only gets Congress in session, doesn't say anything about him giving a SOTU.
I don't think Trump can "order" the congress into session. I think he has to "request" it. Congress is a co-equal branch.

He can order it in session under Article 2, Section 3:
"...he may, on extraordinary Occasions, convene both Houses, or either of them, and in Case of Disagreement between them, with Respect to the Time of Adjournment, he may adjourn them to such Time as he shall think proper..."

But he can only convene them into "extraordinary" session, but not make them to do anything in particular while in session.
 
Not sure if this has been brought up, but Pelosi should have cancelled it at the last possible minute.

As it stands, the WH has plenty of time (relatively speaking) to prep for an alternate venue and speech and make a go of it.
 
Pelosi is too classy and smart for that. She even gave vague "security concerns" as a reason to give Trump a graceful way to back off, but he just couldn't take the hint.
