Availability and cost has a lot to do with it. Most of the cane sugar isn't converted into syrup but is converted to crystallized sugar making it cost more than HCFS. It wouldn't take a lot for manufacturers to take some of the syrup out of the process but if you search for cane juice or syrup in bulk you will see it cost much more than HCFS.
I recommend people stop buying commercial soda and make their own. There are a lot of products out to do it and it can even be cheaper than buying 2 liters in the store. Average is about $1 a 2 liter for me and I get to choose what goes in it. This is one device for the home, not the one I use (I use one from an old diner that closed), but I have used their flavors, root beer is excellent.
