Who is the one that defines better? Banning smoking will not encourage anything. Cigarettes will still be sold and the thrill of smoking overall will increase since it is prohibited. The problem lies within the family household and the upbringing of the child, not the fact that cigarettes are legal.
You can't legislate ethics, morality, or integrity. Even if we wanted to make such a snap decision on such an embedded product, the tobacco industry's death would cause a massive disruption in the market and economy. Countless jobs, trade, etc lost and I doubt special interests, market forces, or politicians receiving money would want that to happen.
At least people know that smoking is bad for your health here. Go to the Far East or Europe... they're puffing away like smoking tobacco is breathing air. It's like that impression of a French guy, "What? You don't like me smoking next to the baby? See now the baby is smoking! Screw you Americans!!!" People in Taiwan and Japan light up right next to small children and in No Smoking areas ALL the time. I had the urge to flick the cigarette out of their mouths and stomp it into the ground...
