I don't work at your company. Furthermore, where is the proof that she saw him look? You are creating a what-if situation that isn't applicable to what actually happened to the OP's sister. We could throw out what-ifs all night.

EVERY shirt that has some sort of a neck on it can be revealing if you look at it from a certain angle and hard enough. That is what this "guy" had to do.
The guy is in the wrong for looking. The girl is in the wrong for not thinking ahead and protecting her innocence.
