Easy. Because depicting African Americans as chimps was often used with negative stereotypes, to justify slavery, and in racist humor. To do so today still recalls that not so distant past and is therefore inappropriate.

That same history can't be said for President Bush and chimps.

It's like how you don't make "your momma's so..." jokes right after someone's mother has died. But it'd be okay to make that joke after the death of a cousin.

I don't think the issue is about it being bad or not, but about how it can be used to exploit racism.
