I think it's probably a matter of culture/governing style as much as anything; Americans are more paranoid about gun laws, and the laws that are enforced are usually done so strictly.

I'll accept that perhaps the Czech Republic is less lax on paper, but in practice they're at least close. I didn't know about laws related to alcoholism (a quick search tells me they exist but not finding immediate details), but I do know there was at least one story where a bar argument went outside, one guy pulled a knife, the other then pulled a gun and shot him dead, and it was considered valid self-defense (even in Texas concealed carry is illegal within a bar). Perhaps in the Czech Republic, owing also to their population, they take a more local style of governing where people trust that hardcore alcoholics and crazies will be taken care of on a case-by-case basis, and others will be given more leeway. I will admit that gun ownership is certainly lower there as well, which could be an indication of more strict laws, but most of what I've seen implies it's a matter of people not caring rather than people not being able to carry.
Aside from France, Germany, the UK, and Sweden, most of Europe is still like 95% European or more. They also lack the problem of ghettos; iirc, in Germany the city with the highest homicide rate is either Berlin or another East German one, and it's only a couple times higher than the national average. That's in contrast with America where we have massive cities like San Diego with European levels of homicide, as well as cities like St. Louis with Central American levels of violence. There aren't really any comparable demographics in Europe. I can definitely accept that terrible public schools, the war on drugs, and other factors are the biggest drivers of crime in America though, things that don't affect Europe.

The police and possibly some of the TSA personnel are allowed to carry weapons. The police arrived as the shooter was reloading and took him to custody immediately.Don't those TSA agents have M4s stashed close by somewhere? No one thought something like this might happen and set up an armory? And ain't there undercovers on flights that are armed?

There are background checks for anyone purchasing firearm from a licenced dealer. Even then unless a doctor treating someone with mental issues reports it, there will be nothing to prevent the person from passing a federal background check.There aren't universal background checks.
Agree, gun free zones are on the honor system. I would not feel comfortable with open carry unless it's regulated like it is in Texas.Baggage claim and pickup had never been screened, but of course a maniac with a gun can show up anywhere.
It's not like ever yogurt shop etc in a developed country is going to be screening for weapons, I suppose.
You could make open carry legal everywhere, I suspect that would just accelerate bad decisions even more though.
