Why not go to Lowe's or home depot see if they have examples of shutters you would want.

They usually have books of that stuff to look through. Pick a design that you like in your range then look for installers.
When you call these people they expect you know what you want and are ready to have the work done. That way they come out take measurements then come back or install the same day.

There is a company blinds to go or something like that, I saw it on undercover boss where they would spend time to figure out what you wanted. But then again they don't haggle and expect the customer to pay the price quoted.

If you were working with a contractor from a friend that you knew maybe haggling would work but not in this scenario.

I'm surprised you even got people to come to your house for a "couple" of windows. Unless you are having custom fit plantation shutters installed, why don't you just hang them yourself? They have already eaten up whatever small margin there was to be made on this job by producing the quotes, so they decided to back off.
