The usual route to test constitutionality of a restriction is to violate the law as written and then respond to a subsequent lawsuit. The problem I see is that Trump signed the law. If he believes it to be unconstitutional, the proper course was to veto the law. If Trump now willfully violates the law, it is Iran-Contra all over again.Well, he may have a point on how limits to rolling back sanctions imposed by Legislative branch on the Executive would be subject to some sort of constitutional review, but not sure how that would happen. Can the White House just file a lawsuit? Would it go to Federal district court or would it immediately be rushed up to SCOTUS?
