I just read an interview with LucasArts saying it was so incredibly difficult to recreate the Tarkin scenes that they weren't even sure they could do it- so they had a plan B script just in case (Tarkin appears as a hologram, etc...). They also said they couldn't imagine someone doing it unless it was 100% necessary- it cost something like $16 million to put his likeness in the film.
