Question Quietest cooler, case, fans, power supply for i9-14900K build

I'm looking for suggestions on the quietest components to support a PC with the following constraints. Don't worry about cost, I'm just looking for the best technical info:
  • CPU: i9-14900K
  • Power: motherboard will be set to enforce stock limits: PL1 = PL2 = 253 W
  • GPU: Nvidia RTX 4090
  • RAM: 192 GB
  • M.2 NVMe: PCIe 5.0 support (yes I know this drops the GPU to 8 lanes)
  • Maintenance: zero/minimal (don't want to open the case on any regular basis)

Specifically, I'm looking for recommendations on the quietest components for:
  • CPU cooler -- it needs to be able to cool up to 253W as stated above
  • Case and Case Fans
  • Power Supply
  • RTX 4090 version -- would prefer the founders edition, but if there is a quieter version that doesn't consume more power, I'm open to other options

When I think of quiet I think of large fans, and having several of them. This allows you to run them at slower speeds but still move enough air to cool the components. The Lian Li 216 case has 2-160mm fans on the front and 1-140mm fan on the back. You can add 2-140 or 3-120 to the top as well or a 280 or 360mm AIO to cool the CPU.

For the CPU cooler I think a 360mm AIO like the Arctic 360 or DeepCool 360 would work well. And any of the big air coolers would also work, but IMO they will not perform as well. As long as the pump is quiet on the AIO (My DeepCool LT720 is inaudible) and the AIO has good fans, the AIO will be quieter than an air cooler. There are many videos on YouTube testing AIO vs air cooler performance on the 13900K.

For the PSU any Gold or higher rated 1000W PSU should be fine.
