Does the ratio of water to protein matter for maximum absorbtion efficiency when you mix the two?

I mix 2 scoops of protein with 16 oz of water, drink it 30 seconds, and then chase that down with another 16 oz water.

No. The amount of water you mix in only changes the consistency and how pleasant it is to drink, not how well it's absorbed by your body.
