That being said, what you should have is 2 dishes, one will have just 1 "eye" (LNB) and should be pointed at the 61.5 (at least for the east coast, I think the west coast is pointed at the 148 but I'm not sure on that), The other dish will have 2 "eyes" (Actually 2 LNBs combined into 1 with a built in multi-switch). There should be 1 cable running from the "single" dish to the "dual" dish and then 1 cable for each receiver run from the dual dish to the recievers (If it is DPPLUS the dual tuners only need 1 cable and a separator is used at the reciever). If dual-tuners are involved there will also be 1 cable running from that dual-tuner to the 2nd TV.
So, It sounds like your problem is one or more of the following (a) Single dish isn't pointed correctly or moved (b) switch built into the DPPLUS LNB is bad (c) Wrong LNB was used on 1 or both dishes (1 (The "Dual") should say "dp Plus" on it, the single should say "dish pro" (d) installer screwed up the cableing between the 2
That being said, the installer should have had to rewire/modify everything to put the new equipment in, and from the sounds of it he did. He also should have verified signal on all 3 satellites, and from the sounds of it he didn't.

P.S. I actually do install dish network (as well as DTV/Wildblue/Hughesnet + More) so everything should be fairly accurate, on the other hand, I am located in upstate, NY so I can't stop by and fix it for ya
