It would have to all because if you missed just one sexually-willing male (as though there were some other type), it would all be for naught.

Personally, I'd vote yes. But, the decision who to sterilize would be an extremely tough one, in fact, I doubt guidelines could ever be agreed upon.

I know of several 20 and 30somethings that are not capable of raising children. Maybe we should just sterilize the whole population and make everyone complete a parenting class and apply for a permit for child bearing? We'll call it "making baby" season
